Hello, no, at most you're allowed 2 foreign players in the roster/ice, and none (foreign) that played ECL Elite in NHL 22.
Local players can play no matter what.

The only limitation is at maximum 2 foreign players on the roster who didn't play ECL '22 Elite Winter or Spring. These 2 players can be on the ice at the same time.
Foreign players that participated in ECL 22 Elite Winter or Spring can't be signed up.

Welcome back everyone to another WECL.
We have a simple rulebook finished and feel ready to go. The spirit of the championship remains intact, while reinforcing the rules that made it cool originally.
We're back to maximum 2 non-elite foreign players, games on the central server and we're also counting Swiss and Austrian players and teams as local this time.
The tournament is set to start on May 30th, and the playoffs will take place in July. August won't be used for competition.
The pace of the league will still be 2 games per week.

This is the first version of the WECL 3 rules. Some areas are still TBD and will be updated whenever possible.

All WECL games should be played in the Central server unless both teams agree to use the North server because it improves their connection quality. Refusing to play in the Central server can result in a Walkover loss for the team.
The idea is to open signups during May and start right after the IIHF World Championships on the 29th. The finals will be mid or late july.

Players,
It's time to start giving thought and shape to the upcoming WECL 3. Due to the available windows, the plan is to have a single season of the WECL for NHL 22 in the Summer, specifically in June when the ECL Spring Pro playoffs are planned to start.
Regarding the league itself and how it's going to be, the plan is to go more Western this time, with changes to at least 2 core rules, server selection and foreign player rules.
Firstly, the default server for games will be the central server, period. If both teams agree to play in the North server they can do it, if not, both games will have to be played on the central server. The reason for this approach is to make the league more appealing to the region it is targeted for.
Second, the foreign player rules were over-stretched for the WECL 2 and this caused some controversial squads to participate. We feel like maximum 2 foreign players in the roster is the sweet spot, and that's what we will go back to. Also no foreign ECL '22 Winter or Spring Elite players will be able to participate.
The game version will be PS4 one for commodity reasons.
Expect the first Rulebook drafts, which as always you can chip in on, to start coming around April.

Personally I don't see that much of a benefit to be gained to re-work the schedules and competition format.
Might be an odd example but some football leagues in south america do have a champion for the "apertura" and a champion for the "clausura", they basically play 2 seasons each year.

Despite the uncertainity we had about playing a tournament mostly during August, the response from all the signed up teams has been perfect. No team had to be disqualified and we were so close to 100% games played, so personally I'd like to use this thread to say thanks to all the teams who gave it all on the ice, and to congratulate the unbeaten Herlev Eagles for their maiden WECL title.
In the rules thread you can find the Division 1 ranking updated with the Points/Game stat for every team that's taken part in our league so far, with the 'tickets' awarded after Inaugural Season and this ranking, we're crossing fingers that we can compose a more competitive league with top and bottom divisions for next season.
Our goal is to take a deep look at how each season goes and continue evolving leaving no team behind or their opinions unheard, so as always I encourage you to share your thoughts specially about what can be improved in the future, either publicly or privately.
Reading into the Season 2 results, it's clear Herlev Eagles were a tier above everyone else. The rules we designed for teams to be able to complete their rosters for the summer months with foreign talent have also allowed, to such extent, this super team to dominate both their group and the playoffs, so clearly our rulebook still needs work.
From early discussions among the staff, going back to 2 foreign players per team and no (foreign) ECL Elite players is what's currently on the table, with the possibility that all games are played on the central server, unless both teams agree to play on the north one.
We're aiming for the next tournament to happen on PS5 next february/march after ECL 13. Until then, we would like to wish everyone good luck in their ECL seasons. We'll be cheering for you.

The following rules have been updated:
3.6 Current Exceptions
Ambri eSports: (Switzerland) Roster exception given due to it being a new team and no GCL competition currently going on.7.1 General
The WECL Season 2 format will be 16 teams split in groups A and B. Regular season play will consist of home and away against every group opponent.
The implementation of a top and bottom division has been at least pushed to Season 3.7.3 Playoffs
Out of the participating teams, 4 teams per group will make the playoffs. The teams will be seeded as 1-4 and 2-3 cross-group. Home and Away is to be alternated after every game, with the best seeded team starting at home and all series being best-of-7.7.5 Division 1 ranking
Due to the many changes to the teams participating, the tickets system has been re-worked into a ranking to determine potential division 1 spots. While the tickets earned last season will still grant a team a potential top division spot in Season 3, the ranking system ensures the best are selected next. Signups will close at midnight tonight. Almost all teams have rosters up to standards and within the allowed limits.
From NHLGamer right now we won't go as far as asking for ID cards or passports. We are not policemen. We trust captains understand and adhere to the rulebook.
If you are suspicious that a team might be exploiting the rules, please let us know via the support section and we will try to investigate it.
The rulebook and it's thread will soon be updated with the final format and the trade deadline date, along with the exception granted to Swiss team Ambri eSports.
The 16 current teams are a bit short of the minimum for a top and bottom division competition, but too many for a single group league. Instead we will simply split the table into groups A and B like on our inaugural season.

Hi all, the signups will close by the end of Wednesday the 28th then we'll finish up the format and rulebook. Likely a single group of teams, not 2 divisions as we initially purposed.

The signups have now been open for around a week and will be until about July 28th.
So far we haven't seen many teams register, but we're optimistic as always that we can have the adequate amount of signups to run something.
The limitations we are facing is the still unknown release date for NHL 22 which offers 2 possibilities, mid-october release like last year or them going back to mid september.
The scenario drawn for this season is running on a belief that october will be the month, but if it's back to september, as it stands, we don't have a plan B and structural changes to the season schedule could occur. We're waiting on July 22nd's EA Play to confirm this data.
Regarding playing during august, we know this is a big question mark for a handful of teams. This is why we brought the tickets system for teams that want to skip season 2 but remain at a potential top division in S3.
On the other hand, our intention is to keep a laid back pace of gamedays, so in the event that you're going to be unable to play for 2 weeks, that will be just 4 gamedays to spread around the rest of the regular season. The rulebook only contains a hard deadline for games to be reported by the end of regular season on September 5th, so specially for this season we encourage teams to draw their own calendar if they're shorthanded for 1-2 weeks due to holidays. NHLGamer will still create a base schedule for all teams.

Further changes made to the rules debated:
• No more than 12 players
• No more than 3 foreign players on the roster (max. 1 from ECL 12 Elite in Division 1)The skill cap for the top division is maximum 1 foreign player from ECL 12 Elite. For a potential second division of the WECL, no foreign players from ECL 12 Pro or Elite can participate.
Local players are exempt from any skill cap.As explained we want the teams participating to be able to get stronger with foreign talent, so hopefully this gives enough room for that

Fair points. The example you described would be legal under this rulebook. It's not what we want to see happening, so we'll try to adjust these rules to allow top teams to get better, but prevent 1-time teams of superstars.

WECL 4 - With a twist
in Western European Championship League

We present you a new iteration of the Western European Championship League for your summer, pre-august competition with your fellow neighbors, this time with a little extra.
The idea of the league will be to mantain the WECL 3 format, with similar (we hope better for everyone) dates and rules. This time, we will be opening up 5 spots for teams from foreign regions that have participated and NOT promoted from ECL Neo in ’23 – Spring.
In order to keep the league played in the central server, these 5 teams can only come from the GCL or the CSCL, so basically German, Czech and Slovakian teams competing in ECL Neo.
The idea is to serve these 5 spots as first come - first serve, but in order to ensure variety between GCL and CSCL, we may manually pick the teams that make the cut.
The dates we're currently thinking of are a start around June 21st when the ECL Pro ends, with our finals happening right before august.
Besides the 5 open spots to fill and spice up the league, our foreign player rules will be unchanged from a, we believe, successful set of maximum 2 foreign* players, out of which none have competed in ECL '23 Elite - Winter or Spring.
The default server for WECL games will continue to be the central server, unless both teams agree to play in a different one. Your team can not be forced (by your opponent) to play in a different server than central.
At the moment we want this league to remain free of license cost. And as such, we will offer no prize pool either.
In the next weeks we will finalize the calendar. As mentioned, we want the league to finish no later than July.
*Am I a foreign player to the WECL?
Players from: Sweden, Finland, Germany, Czech Republic, Slovakia and Russia are foreign to the WECL.
A maximum of 2 players from these countries, that have not participated in ECL '23 Elite - Winter or Spring, can be registered for each team.
