I think this rule needs some clarification. Does this mean that it is not allowed to take a break (press START) and then in a next step take a timeout (these are 2 different steps in my opinion) or is it already forbidden to press START. Because I can remember a lot of situations where it could be useful to just take a break even without a timeout (freezing players, network issues, goalie controls that were automatically resetted). But then it will probably often not be possible for the opponent to recognize if a timeout was taken in the break or not. Thanks for clarification
